Soliciting work

Hi all,

I have a question for you.  I was given the name and contact information of
a local business person who is unhappy with their current website's
performance on search engines.  I checked out the page in question and there
are major problems with missing alt tags, messed up meta tags and more which
would explain the search engine problems.

Any words of wisdom of how to approach this business and market my services?
And also, should I charge an hourly rate or make a bid?
