Script to print the results of a url

Apparently it's possible to write a small script that will print the results
of a url (not on my server):
http://www.somedomain.com/cgi-bin/somescript.pl?somevariable=somevalue

and then pop it into a page using:
<!--#include virtual="/cgi-bin/print_the_output.pl" -->

However...
Despite trying everything I can find in my "Dummy's" book I still have no
idea how to write such a script.

Is there any kind soul out there who is willing to help ???
