Elizabeth,
I've provided the same functionality on my site (check
http://www.webdevelopersnotes.com/tutorials/html/8.php3 as an example). You
can use any server side language to take the input from the TEXTAREA and
print the contents in a new window. I've used PHP.

Subject: Question on content to html editors
I'm currently researching putting in the capability (inside a client tool)
of allowing the client to type in, or cutNpaste a webpage into a textarea
and then allowing them to preview and make changes. Any off the shelf or
adaptable technologies that any of you are familiar with? Something like
what E-Bay does for it's member-only pages.
There are two methods I need to control. In one, it must be in RTF only (if
non allowed tags are used, it needs to simply display them in the preview as
straight text garbage), in the other HTML is allowed, although getting well
formatted HTML would be a big plus.
