I have  mySQL and PHP running under IIS5 on Win 2000 and it works fine.

You can also run PHP under PWS on Win 9* if you want. I'm not sure about Win
ME, but you can always install Apache, and run it under that. Apache can be
installed under any Windows system as a development tool.
