IE 5+ supports css quite well for form fields, but Netscape doesn't

Got a question about something I've not ever done before.

Client has some forms, but would like some "custom" looks for some of it, 
like the radio buttons being a white circle with a white dot when clicked. 
Can this be done with CSS?
