But this is what was asked for: a fixed width display of 740 pixels (or some
value in that range.) The horizontal scrollbar would appear whether CSS or
tables were used with a fixed width.

Does anyone not understand that this layout could be made fluid simply by
replacing the fixed pixel width values with percentiles?
