PHP is free software and is designed to web. Very easy connect to
different databases and uses very like code as C++. This is good if your
students are learning other programming languages in the future or has
been learned something already. Also biggest part of servers are *NIX
systems with no IIS.

I have heard that Coldfusion is good tool, but it still cost something and
it's not free. That's why very few servers would have it.

ASP is good language, but uses very MS styled code.

Perl is good web programming language also, but could be little cryptic.

To database you could select some of basic SQL databases. Then your
students will learn the most important part, basics well. Maybe Posgress
could be good choice or little simplier MySQL.
