I always thought it had more to do with the browsers and the video cards.
Whatever....   I always use pixels and always use 10px or better as this
seems to be a universally quoted minimum - which is probably the answer the
Rosemary was looking for.

I was a tech in a past lifetime.  Monitor brightness is a quality issue, not
a brand issue.  Apple does not sell cheap monitors. Look at a top of the
line NEC or Sony and you will find a monitor that can be adjusted very
brightly.  If you buy a cheapo 17" you get what you pay for.
