Well now see this is sort of the concern I had. I operate my business in
the County, so the only business license I need is in the Cities I do
business in. Right now that is only one.
Another idea I had is that maybe this is a new business, and he is trying to
get his customer base built up before spending money on licenses.
The thing that bothers me, is that I really don't want to be assisting this
guy in conducting some kind of scam or con operation if he is just a fly-by
night company. I know just having a business license doesn't prove that he
is legit, but it at least looks a little better than no license or revenue
records at all! :)

If he/she is in NY or NC, they do need a license to do business.... any type
of business. If asking making sure that they have a license is important to
you, ask them for their license number and be ready to share yours.
My concern regarding a business I am dealing with, is if they aren't
following the rules with others, they won't with me. This is a lesson I
learned early on!
