New target on pull down form

How can I have a pull down form open a select item in a new window.  The
problem I am having is some items should be opened in the current
window, while others should open a new one.

I have tried document.write('<option value="http://www.msnbc.com"
target="_blank">News'); ,the link will work but not open a new window.
