Changing Registrar

Dear Friends,

One of my domains is coming up for renewal at network solutions. Now I found
that at http://www.godaddy.com/  I can renew my domain for $8.75 compared to
network solutions $35.

I am tempted to save my hard earned money by changing the registrar. But
before that I was wondering if it's safe to move the domain from a known
registrar to an unknown one? Is there any chance of the new registrar going
bust? If that does happen, what happens to the domain name i.e. can i move
it to a new registrar?
