Now, there's another issue altogether.  I wouldn't expect that layout to
hold up in partially compliant browsers like NN4, much less in an
environment where CSS is turned off altogether! That's not even on my radar.
I'd expect the person to use a personal stylesheet rather than turn them
off, but I expect he is used to dealing with strangely arranged pages...:).

CSS does give the ability to control the display, but (ideally) the
structure of the document should survive without them.  Not that this would
make the page any easier to decipher in many cases...

I'll not send your very-nicely-done example page on to a
friend of mine, though. He has CSS disabled in his
browers because of design abuse (e.g., using CSS to
force incredibly small type sizes or bad color
combinations on visitors). ;-)
