"Zoomable" Image Map

I have a navigation page with an image map
(http://cyberangler.com/reports/index2.html) that is simply getting
unmanageable - overcrowded and too many links.  I plan to replace the main
navigation page with one that has only text links, but I want to have a
second optional page for users who prefer the geographical representation.

The text page is no problem.  If I redo the map page, is there a
method/app/technique that will allow users to "zoom-in" on different areas
of the image map?

Since this is going to be a secondary optional page, plug-ins are OK.  I
never developed anything like this before and need to get your opinions on
what is best suited for the task. Any and all details welcome.
