Dennis,
While you can't dock the Dreamweaver panels to the Document window, you can
dock all of the panels together into one tabbed group. Just choose one panel
to be the foundation and drag all the other panel tabs over to it.
That makes it easier to jump to the panel you need and also lets you hide
all the panels with one click of the mouse.
