Resolution vs monitor size

It's been a while since I have joined the list discussions - but I have a
question regarding what resolution to use while creating my pages.

I have a wonderful 19" monitor that I love, but when I view my pages at
lower resolutions (800X600)on the same monitor my pages go beyond the edges
of the screen.  Should I be developing my stuff for 800X600?  Would my
current pages developed on a 19"monitor at 1024X768 look ok on another
17"monitor?

I use a combination of FrontPage and HTML.  What is the best cure to ensure
usability to all that view my pages?
