Hi Nancy - If you had a link to the URL of the site in question, it might
help us to see what you're talking about specifically.

In general, every graphic, including graphic menus or graphic buttons used
for navigation, need ALT tags for accessibility issues. If you take your
site to http://www.cast.org/bobby/, you'll find what, specifically, you need
to make your site user-friendly for accessibility issues. Often, you'll find
that it's a good idea to have a second menu that is text only, if your major
menu is a graphic image.
