i think you're asking if you the web page designer can control this

just the url is kept in the history folder, not the page itself

actually, it's the browser's history file that determines whether a site
has been visited, not the browser's cache
in internet explorer 4, you set "days to keep pages in history" in Control
Panel, Internet, General tab
in netscape 3, you set "followed links expire after x days" in Options,
Preferences, Appearance tab

not wanting to start a holy war, but i think doing this is user-hostile
the only place where it is semi-justifiable is in a nav bar -- but then,
most sites use images for these links anyway
