hi elizabeth
according to the w3c specs, you can get the rows to scroll --
"Table rows may be grouped into a table head, table foot,
and one or more table body sections, using the THEAD,
TFOOT and TBODY elements, respectively. This division
enables user agents to support scrolling of table bodies
independently of the table head and foot. When long tables
are printed, the table head and foot information may be
repeated on each page that contains table data."

however, not all browsers support the complex table model
"Internet Explorer is the only major browser to support this element
yet, but this element has been integrated in to HTML 4.0 and
increasing acceptance in other browsers in the future is very likely.
Because the Complex Table model is backward compatible with
the simple model, it is quite safe to use this. Be sure to preview the
result in a browser that only supports the simple model to make sure
it conveys information in the way you intend.

hope that helps
