true, *IF* you insist on aligning your tables!
if you leave the align attribute out, you don't need the breaks at all
which is usually the case when you are actually trying to, ahem, stack
tables
because they're usually wide enough that two of them will not fit side by
side, "stacking tables" is the preferred technique instead of nesting them
in an outer table, which is less desirable because it delays rendering of
the content until the last table has been figured out by the browser
there would be no point in aligning the tables to have stuff flow around
them if you don't have any stuff to flow around them and then need to use a
break to clear the align

always use the simpler technique
