access has a "save as html" feature, but i've never used it
you would need to arrange for somebody (or perhaps something, like an
access macro, i dunno, i don't use them neither) to pump out the
appropriate changed data table using this feature
presumably it would result in an html table, but it will likely include
<html> and <body> tags, so you might need a quick script to strip
everything but the <table>...</table> (i'm guessing
then your static page could bring in the updated table using SSI
