Well, two come to mind. 

One is to use some DHTML - have an abbreviated code as the column label and 
on mouse-over pop up the long description - all unrotated.

The other is to use gifs, pngs or jpgs of rotated text. If you can't use 
static images and need them generated from the database, then you could 
create them on the fly with GD/PHP and "ImageStringUp()".
