I'd pretty much thought something like this was at the root of it. I am
personally inclined to disallow it on my client's sites as well, but, since
SEO is a whole different industry, I don't want to put my foot down without
hearing a few other opinions.

This was a method often recommended by GoldPosition and other such internet
marketing resources. I encountered it about four years ago but don't know
if they are still recommending this. I never tried it because it is not
valid code. The reason for it is that supposedly using up to three keyword
stuffed titles on each page produced higher search engine rankings. I would
bet that the SE's have caught on to this by now though and are no longer
rewarding triple titled pages.
