Mailing lists on raq servers

I'm currently hosted on a cobalt raq 3 linux server, I have noticed that
this has a mailing list facility that I would like to use. I had a look at
the isp's site and the cobalt site and had a look at the manual but couldn't
find what I'm looking for.

I can add users to the list from the cobalt managment page and manage lists
but can I run a mail list remotly ie users sign up by email, php/perl script
etc.

Any pointers to usefull information would be welcome.
