hosting - leased line bandwidth

Hello,
 a quick enquiery. on a leased line. 64k. how much traffic can it handle
before starting to slow down. can it handle 100 people using it at once
or 100 - 200? any indication of its limits would be apreaciated.
also, if a 64k line can handle 100 people (just for an example) would a
128k line be able to handle double? or doesnt the ratiao work like that?
