stylesheets and border

I new to CSS borders, so naturally I can't seem to get them to work properly. 
 The headache in this is of course, Netscape (v4.7)...  It shows up fine when 
viewed in IE 5 on my mac or PC.  I looked in the list archive and found a 
query that asks the same question as me, but the answer didn't do me any 
good.  Nothing I've found says that Netscape doesn't support them.  And it 
seems to me, I've found some table borders on some sites that weren't 1px 
gifs and I was viewing them in NN.

To the point, here's a graphical picture of what I'm trying to do.

I want to avoid using graphics in the titling of this table, if possible.
