You can use &#0153; which is the ASCII code for the TM symbol: (tm) and it
won't mess up your line. The way to stop an 85% table from shrinking too
much is to put a 600 pixel width by 1 pixel deep invisible gif in the first
row of the table to keep the table from collapsing past 600 px width. Choose
a different width if you need to.

The web is a flexible medium. Things like line spacing messing up for
superscripts or text wrapping/scrolling in defiance of your wishes are two
things your client will have to get used to, unless they want their site put
up as one giant gif or jpg.

Is there a style guide for HTML?

Specifically, I'm interested to know if it's acceptible to print
"Trademarked phrase"TM instead of changing the TM to superscript, which 
will make that line in the paragraph space differently than others.

Also, I need to make my client understand the trade-off between a scaled 
table (say, width="85%" ) versus a fixed table...because he wants the 
scalable table but doesn't want his text to scroll when a window becomes 
narrow...
