The best known pay-for-placement engine is Goto.com. Without getting into a
philisophical debate about whether paying for positioning will ruin the web
or not, Goto.com is the best place to spend your money. They have
partnerships with many of the other search engines and portals, so if you
pay to get to the top in Goto.com, you'll also hit the top in other engines.

Plus, many keywords and combos are very noncompetitive (meaning not many
others are paying for clicks, or paying very much). (I have to catch myself
before I post a price. The list guides will yell at me.) It will all depend
on what your keywords are.

Compared to banner advertising, keyword advertising on Goto.com is very very
very inexpensive, since you pay only when you actually get a click through
to your site.

I have a client who wants to pay for better rankings (oh well, it's his
money).  I can't find anywhere on the search sites where you can do this.
