The ALT attribute is a standard part of HTML, and supported by every
browser I can think of, and no doubt others as well.

As far as the finer points of how a browser supports the ALT attribute,
that is up to the browser, and differs from version to version. Some show
it when the graphic isn't being shown, some until it is shown, some as
~ballon help~, etc.

For better or worse, HTML does not give you the granularity to specify
precisely how it is presented. This is actually a feature, as it does not
constrain HTML to particular media. (Remember, the M stands for Markup and
not Presentation language!).
