With the toy versions of Windows (95 and 98) you'll likely be frustrated
and limited in subtle ways so my advice first would be to use a ~32-bit~
operating system (such as LINUX or NT). I'm not saying flat-out you can't
do it... for some you can... or so they tell me. Your call.

You'll need a Web server... my suggestion is Apache. Easy to install, easy
to configure, and likely closer to (or essentially the same as) what your
ISP uses than the alternatives. [Some will suggest Micro$oft's PWS, one
more frequently sees frustrated questions of those ~trying~ to get it
installed, so consider yourself forewarned.]

You'll need to install Perl. The ActivieState distribution
(http://www.activestate.com) is likely your best choice. 

Both Perl and Apache are free, open source, and a variety of mailing lists
and other discussion forums provide an amazing  quality of assistance... it
is not unusual to see a discussion include people actually looking at the
source code, and making informed responses regarding product behavior.

You've already paid for PWS (if you've a legal copy of Windows), it is part
of the bundle you're forced to pay for, whether it has any value to you or
not. PWS is secret-source... the best answers you can get (or come up with
yourself) are trial-and-error (essentially reverse-engineer).

Both Apache and Perl work well together, such is a basic expectation of
each product... IIS can be made to work with Perl, that's about as polite
as I can be.

Both Apache and Perl evolve from version to version. Development is by the
people using the products, and respects the balance (and conflicting
pressures) of progress and installed base. PWS (and IIS) have undergone
drastic changes from version to version, and among platforms for the same
version.
