tracert takes either a ~hostname~ or an IP address... _not_ a URL. An IP
address can be represented in any of the acceptable formats. And of course
a host can be named by any canonical name.

Not everybody shares these views... and in fact some will argue that there
are some very good reasons for certain routers to not respond to an ECHO.
