Banner management for NT/IIS

Does anyone know of a good banner rotating app for NT/IIS?

I have a client who wants to start banners on her site, but it's NT and the 
only banner rotating program I've used is PERL/Linux.

If I had my druthers, I'd use Cold Fusion - it would handle it in a jiffy, 
but the client's not going to stretch to cold fusion for this site.  I'm 
hoping the ads are going to generate enough revenue to fund coldfusion for 
them.

We need to have banners rotating through the site so we dont have to have 
the same number of banners as pages, and keep track of impressions for 
charging advertisers - all pretty normal stuff for ads.
