Not exactly correct. If you use the DIV tag (in 4.0+ version browsers), you
can place elements wherever you want, regardless of whether there is an
image there or not. If you use CSS to specify exact placement of the DIV,
you can place it anywhere on the page, even over text, images, tables, etc.
Wish I had time to code an example, maybe someone else could help out in
that department. =)
