New Project: Pull downs menus - text output (?)

Greetings from a novice,

>From out of nowhere I have a juicy project and would appreciate any
advice on where to start (tools, languages, tips).  End result will be
a web page with pull down menus and text capture fields which will
produce text file output based on the selections.  The pull down
selections will be compared against a logic table and then appropriate
canned text sections will be integrated together with the captured text
to output a text file (record).

Are there any canned routines which accomplish major portions of this
(pull-down menus- text output)?
