expired domain names

How DOES one get a domain name that appears to be 
expired, and yet not available? How long are they 
held up? WHY are they held up? And are they held 
up always, or only in instances when it appears 
that a large company or one with money is 
involved? 

I'm all cynical this week, but I've been watching 
one I'd LOVE to get. It isn't being used, only 
squatted, along with it's .net companion. When I 
inquired earlier this year, I was told the domain 
had been appraised at over a quarter million 
dollars in value. *snort* But it seems to have 
expired now, and still it's not available. What 
can be done, anything?
