Color rule and checking form

Anyone who would like to respond to either or both of
these items I would appreciate it.

1. Is it going to cause a problem for me to have a
color horizontal rule for the folks who happen to be
using I.E. or AOL?  Would it be better for me to
create it as a piece of art?  The color rule is the
only thing that won't validate on the page.  Here is
the message received:

2.  This is the first form that I have created to
actually send data and forward an email.  It uses
Matt's Formmail script.  If anyone would like to test
it, that would be great.  Just type "Test" in the name
box or comments.
