server/host problems

for those of you who have been creating and maintaining sites:

The host for two of my sites has had technical problems twice - once a
client was overrun with responses and it totally crashed the server and
the second time someone, not a client, set up a dummy control panel on
their server and crashed the sites they were hosting.

Has anyone else had problems like this?  Does this mean it is an insecure
server?  Have you had better experience with other hosts?  The rates are
quite reasonable (I did a number of comparisons, and it is in mid/low
