apache and 128bit encryption

I haven't seen my message come through the system yet,
so I'm sending it agin...
We're running Apache web server with a 128 bit SSL
connection. Many of the clients of the site are
college students that may not have a 128 bit capable
browser.
How do I handle this? Currently they get a very
generic page in IE -- "The page cannot be displayed.
The page you are looking for is currently unavailable.
The web site might be experience technical
difficulties, or you may need to adjust your browser
settings...." No specific error number (like 404 or
403 is given.
The problem is that many students assume the site is
experiencing technical difficulties and never bother
checking their browser settings.
I know there is a way to solve this problem... please
help me!
