Inconsistent scrolling speed with style sheet

Hello, everybody :)
I added this line to the body {} CSS selector:
background-attachment: fixed;
The result was the effect that I wanted, (I wanted the content of the
pages to scroll over a fixed background) with one unfortunate problem:
In Mozilla 1.0, 1.1 and 1.2 (all of these in both Windows XP and Red Hat
Linux 7.3) and Galeon 1.2.5 in Linux, the pages scroll noticeably slower
since I added the above mentioned line. Before I got you involved in
this, I tried changing "fixed" to "scroll", with the result that it went
back to scrolling like I think it should.
I should also mention that the pages work fine in Internet Explorer
(version that shipped with Windows XP), Opera 6.0.3 in Linux, and
Netscape Navigator 4.7.9-1 in Linux (In the last mentioned one, there
are other issues with how the pages display, but that's an unrelated
issue.
Any help you can give me is greatly appreciated. By the way, the
website is HIGHLY under construction, and before I officially unveil the
website, I'm going to completely redo the style sheet, so my question
refers only to the scrolling issue (though if you have any other helpful
advice, I would greatly appreciate it. I am willing to learn :)
