Usability: Arabic and Russian

Hi all,
Recently I designed a site in 7 languages which
included Arabic and Russian. Then asked a friend in
England to check the site specifically for these last
two languages.
Using a MAC and IE 5, he saw gibberish (question
marks).
The Arabic portion of the site is using
"charset=utf-8" and the Russian is
"charset=windows-1251".
I came to 4 possible conclusions: The MAC, an older
version of IE, the server (my host has the latest
unicode installed), multilanguage support not
installed in the OS, all of the above, or none...
Can some of you check the site and email me your
results? It would be much appreciated.

On another note: has any one successfully managed to
design flash text in arabic, hebrew, or russian
languages using english Flash MX? Macromedia's
instructions are convoluted with no positive results.
