I also set:

<BODY TOPMARGIN="0" MARGINHEIGHT=0 LEFTMARGIN="0" MARGINWIDTH=0

Just to make sure I smash them together as much as possible.
Note though that LEFTMARGIN doesn't work with Netscape.
