Netscpe Bug Missing Scrollbars

Well I futzed with it 9 ways to Sunday, and I really do think this is a
Netscape bug (IE is fine). So FYI...I think this is characterics of the bug
- though I have no good workaround.
- The bug is related to the use of a <div>
- The page is long and and should display right scrollbars but does not
- Shrinking, expanding, or eliminating the height of the div has no
impact.
- On the page in question (http://www.second-street.com/ReferencesSites.html)
I tried:
a) elimating images, since this div works on all other pages, long and short
without problems.
b) specifying the height of the contained table cells to be exactly the
image height, adding them up and making that the div height.
c) Tried to specify the property: scrollHeight
d) padding out the div with <p>s
How does one report a bug to Netscape. I went to their site, and could not
find an appropriate link.
