Netscape: List-Style-Image and Margin Problem

Within the css definitionfor a list, I use:

list-style-image:url('imagefile');

It works fine in IE, not in Netscape. Also, I am finding that I cannot
apply a class to a table cell (example: <td class="normal">)and have it
handle top or bottom margins in Netscape. It takes all the margin space and
sticks it in front of the table leaving these big gapping wholes. It
manages it ok if I do:<td><P class="normal">

Are there answers to these 2 problems.
