You should appreciate the difference between HTML code and email 
addresses/URL's. The Internet is basically built on Unix and TCP/IP, and 
follows the rules set up but that operating system and transport protocol. 
Consequently the HTML specs have nothing to do with email addresses and 
URL's. Rather, you should concentrate on what is valid in Unix and TCP/IP 
when considering the validity of email addresses and URL's.
