Netscape 4.7 & CSS Fixing

First I apologize to a few of you to whom I still owe replies on other
threads... I'm racing to keep up with things and not doing so well on
some (like e-mail)... <grin>
Anyway, my dilemma of the moment is this: www.penmed.com
I finished the site and had it looking the way I wanted in the more
modern CSS-friendly browsers, and for some reason didn't consider
older Netscape as much as I usually have on other designs. As a
result, the finished product looks like poop in Netscape 4.7, etc.
Here are a couple of screenshots...

You can see right away what some of the problems are (background
repeat, missing images, and I don't know *what* is up with the blurred
text on the links. That kept happening as I scrolled up and down in
Netscape. <sigh>
Anyway, I tend to be a forward reaching kind of guy, in that if it
were just my site, I don't think I'd spend too much time making this
look good in the grandad version of Netscape. I know some of you will
confirm that sentiment. Because it's for a client, I tend to be less
quick to decide that way.
Do any of you have a good idea of what might be involved in making
this bend both ways? Would it be best to browser-sniff and have two
pages? Are there some CSS tricks around what's happening?
