JavaScript in .phtml page not working

Hi everyone,

I there a way to show the date a page was last updated on a phtml 
page? The JavaScript I use on plain .html pages won't work on a .phtml 
page. http://www.hccpta.org/about.htm has the correct date & time 
updated. http://www.hccpta.org/index1.phtml shows Wednesday,                                                                   
December 31, 1969 19:00:00
