I have had the same problems with Dreamweaver 3.0, (and now 
4.0) killing the machine.  It occurred on both Windows 98 and ME 
OS.

Finally, after much "percussion maintenance" on both the machine 
and my head, I came up with a solution.

1. Make sure that you have *everything* in Norton disabled.  This 
is, in my experience, what is causing the problem.  That means 
disable or shut down WinDoctor, Antifreeze, Cleansweep and 
especially Anti-Virus.

2.  If your machine still locks up, even with these disabled, then try 
this.  Clean your registry with Norton.  Get rid of everything you can 
(safely).  Look for redundant DLL's and orphaned files with 
CleanSweep.  Optimize your drive with Norton.  Reboot.  Optimize 
again.  Reboot, shut off all Norton applications, and then start 
Dreamweaver.  It should work.  I know it sounds like a hassle, but 
I've had to do it twice, (once with the upgrade from Dreamweaver 
2.0 to 3.0, then again with 3.0 to 4.0).
