HTTP headers - control from HTML?

Hi all,
I have done a little bit of reading on the HTTP protocol and I cannot 
see how to control the HTTP headers from HTML .. I may be 
completely mixed up here, so any clarification would be welcome.

For example, I see that there is a header Pragma:no-cache  (which 
basically says that proxy servers cannot use their cached copy) .. 
well, it might give some increase in speed if that header were 
omitted (eg if you knew that the page was unlikely to change). 

If anyone can point me towards material which gives me a greater 
understanding of the relationship between HTML and what is in the 
HTTP headers, I'd appreciate it.

Also, is there a small utility that will let me look at the complete HTTP 
headers and body exactly as they are sent and received?
