code page translation

Hello:

I need a push about how to translate a text from one code page to 
another "on the fly". I have a page that takes data from two other 
pages - one coded with windows-1252 the other with windows-
1251.

I need to translate the 1252 to 1251 (without changing the font)

I'll appreciate your help for I'm slipping over this in vain few days.
