Up to you. I've noticed that a lot of big sites do not use 
frames - Yahoo, CNN, etc.

FWIW, if you structure your content files properly, and 
use something like ORB or SSIs or Dreamweaver library 
items, it's not hard to maintain a site that offers both 
framed and non-framed versions.

Outside of Lynx, I seriously doubt that there are any 
such things around anymore.
