Design issues? Use it only where it provides value to the 
visitor. Don't use it if the only reason for it is the egos of 
the developers. Definitely don't use it if it interferes with 
usability. I went to a site yesterday evening, they wanted 
me to sign up for a members-only service from one of 
our credit card providers, but before they would let me 
login to sign up, they made me sit through a Flash intro 
that required Flash 5 (which I don't have and don't want 
to add to the system). When they got done, you know 
where they wanted me to go? Their standard login page 
so I could login to my account and add the new service 
to my account.

Hitting that unnecessary Flash intro made me decide 
against the new service.
